The second rule of finances and economics: Do not spend money you do not have on things you do not need.
In the private and public sectors a blatant disregard for these rules is apparent. Nowhere more so where formal education is concerned, and until such time those responsible for the finances and economics of formal education adhere to these rules without exception no more money should be given to the funding of formal education.
